In China HPP works since 2005 through and with the Poverty Alleviation, Health and Education systems and is currently working with 12 projects in 3 provinces of China (Yunnan, Sichuan, Chongqing) within the sectors of San Nong (Sustainable Rural Livelihoods), Health, Education, Urban Communities, and Volunteer and Leadership Training. We have benefitted over 2.6 million people
 
One of the goals of HPP China is to provide high-quality preschool education for children in communities where access to preschool education is limited. In order to create an opportunity for poor children to break free from the cycle of poverty, HPP China establishes its Preschools of the Future (‘POF’) in communities with the greatest
need. The POF project trains the teachers, creates the curriculum, designs activities for the running of the schools, and guides the Parents’ Committees through training in early childhood development, nutrition, sanitation, and health.
 
HPP China currently operates more than 30 POF in 4 project locations.
 
Position Summary: 
 
HPP China is seeking a full-time PRESCHOOL EDUCATION PROGRAM MANAGER as part of the National Project Office, reporting to the Project Director of HPP.
 
The Program manager will be leading the preschool education sector development of HPP and be responsible for 
a. evidencing qualitative and quantitative outcomes achieved to date by HPP
b. systematizing and improving systems, goals, directives, definitions, frameworks and strategies towards mission realization
c. proving the high-value of community based pre-school education (potentially over and beyond other factors) in ensuring increased school retention rates and learning performance outcomes by students at the primary school level (if not beyond), and using such ‘hard’ and ‘soft’ outcomes to support progress towards mission realization.  
d. defining the role of the local government in this plan and engaging it as a key stakeholder – especially needed to ensure sustainable support for the POFs that are established, provision of teacher education, curriculum development and certification, etc.
e. Developing a advocacy strategy for having preschool education included in Yunnan’s compulsory education system
 
Specific Duties and Responsibilities:
?    Develop a standardized project management and project responsibility system where the village committees take the legal responsibility for the community preschools
?    Establish a standardized information management system for the project
?    Collect data and document the outputs of the last 8 years
?    Track graduates from HPP supported pre-schools 
?    Evaluate the outcome of past HPP Preschool education
?    Finalize and standardize curriculum and teaching plans and methods
?    Improve the training programs for the POF teachers
?    Improve the training programs for the parents committees
?    Develop a sustainable nutrition program
?    Develop the program for ‘Preschools as Hub for Community Building’
?    Support the start-up of new preschools and new preschool projects
?    Map and establish cooperation to leading model kindergartens, preschool teacher training institutes and other educationalist stakeholders
?    Document and improve collaboration with the relevant government institutions at county, prefecture and provincial level
?    Develop a certification system and channel for self-study for community based POF teachers
?    Lobby Bureau of education to support community based preschools
?    Enter into preschool education cooperation MoU’s with at least 3 county BoE and 1 prefecture BoE
